Toolkit for Implementation

This toolkit offers a series of resources developed to operationalize specific recommendations outlined in the MICIC Initiative Guidelines to Protect Migrants in Countries Experiencing Conflict or Natural Disasters. It includes thematic guidance, checklists, templates, and forms that may be relevant for various stakeholders in migrants’ home and host countries.

Home Countries

When citizens traveling, living, and working abroad are affected by a crisis, migrants’ home countries can provide important support and assistance. Consular officials are usually among those who operate on the frontline in crisis situations involving migrants. They therefore play a key role in reducing migrants’ vulnerability during emergencies: They can provide information and advice on potential risks faced by migrants, issue documentation needed to access assistance or move to safety, provide direct assistance or organize evacuations.

The materials presented here aim to support home country institutions to adopt measures that improve the assistance provided to migrants before, during and after crises.

MICIC Smartphone Application

This registration and travel advice smartphone application was developed to support governments to communicate more effectively with their citizens traveling or living abroad. The app allows migrants to access basic consular assistance, to receive warnings and emergency communications, and to request specific support when facing hardship. Migrants can also register through the app.

The online training package 'Managing crises affecting nationals living, working and staying abroad' targets consular staff and representatives of other relevant institutions. The course covers the basics of emergency communication, consular contingency planning, evacuation assistance and coordination with host country institutions.

Host Countries

The State in which an emergency is taking place is responsible for all persons in its territory or under its jurisdiction before, during and after the emergency. This includes migrants, regardless of immigration status. Past experience shows that the impacts of emergencies can be felt heavily by migrants living or transiting in affected areas. Migrants often face specific barriers to accessing essential information, resources and assistance, as a consequence of their limited proficiency in the local language, their lack of local knowledge, policies and regulations influencing their status, or marginalization and exploitation.

This has significant implications for the work of their host countries’ civil protection, emergency management and disaster risk management actors. Inclusive, non-discriminatory preparedness planning, awareness campaigns, emergency communications and provision of relief and recovery assistance need to reflect the presence and needs of migrants of different nationalities, languages, and cultures.

The capacity building tools presented here are aimed at supporting authorities in migrants’ host countries to include migrants into their preparedness and response frameworks.

Training of Trainers

This training course targets the personnel of emergency management institutions aiming to improve the integration of migrants in emergency preparedness, response and recovery efforts. The course covers elements such as understanding the characteristics of migrant groups, communicating with migrants, planning for migrants’ evacuation; and assisting migrants before and after emergencies.
