The MICIC initiative is co-chaired by the governments of the Philippines and the United States of America and is supported by a multi-stakeholder Working Group and by a small Secretariat.

The Working Group consists of the co-Chairs and the governments of Australia, Bangladesh, Costa Rica, Ethiopia, and the European Commission and the International Organization for Migration (IOM), the UN High Commissioner for Refugees (UNHCR), the Office of the Special Representative of the Secretary General on International Migration, Sir Peter Sutherland, the International Centre for Migration Policy Development (ICMPD), and the Institute for the Study of International Migration at Georgetown University.

The government partners in the working group are leaders in their respective regions on aspects of the MICIC initiative. The countries are also geographically representative, and therefore have firsthand knowledge of different types of natural disasters and conflicts.

IOM serves as the Secretariat for the initiative.
